the line's equation is

y = -9x/11 + b where b = y intercept, plug in either point to solve for b

-5= -9(3)/11 + b

b = -5 +27/11 = -28/11

y = -9x/11 - 28/11 in slope intercept form

-9/11 = (y+5)/(x-3)

y = (-9/11)(x-3) - 5 in slope intercept form

or eliminate the fraction

11y =-9x +27 -55 = -9x -28
