When you say the y-intercept is (0, -2), it's important to realize that EVERY point on the y-axis has an x-value of zero. So the PLACE on the y-axis where the line cuts through it is at a y-value of -2. So you can also say that the y-intercept is -2.
The equation of a line can be written in many forms, one of which is y = mx + b where "m" is the slope and "b" is the y-intercept. This is the slope-intercept form of a line.
So, you have the slope which means m = 3/2. And you have the y-intercept which means b = -2 so plug those into y = mx + b and you get y = 3/2x - 2
