Second check out the rules for slopes of parallel lines

Use the point given P(-2,1) to solve for b in your line parallel to 10x + 4y = -8

Slope Intercept Form is

y = mx + b

You are given the line

10x+4y=-8

4y = -10x - 8

y = (-10/4)x -(8/4)

y = -2.5x - 2 This is your given line in Slope Intercept Form
