The easiest way to answer these types of questions is to replace the words for each and read it out loud. Usually the example that sounds easiest off your tongue is correct.
The manager was not agreed to the merger
x The manager did not agree to the merger
The manager was not agreeing for the merger
The first and third are very similar in structure, but they don't make any sense and sound very strange. However, the second one is quite simple and direct and rolls off the tongue easily. The second is the correct answer.
