For any point (x,y) on the line it must be true that the slope of the line is the same:
(y-(-2) )/(x-3) = 13 This can now be rearranged in any form you want.
Another way is to use the slope intercept form y = mx + b
m must be 13 and you can solve for b by plugging in (3,-2) for (x,y). Then you have the equation.
