Math, microeconomics or criminal justice
48 = 18 + 6H
6H = 48-18 = 30
H = 30/6 = 5 hours

I. Let's re frame the question
Sally paid $48. She had to pay $18 no matter how many hours she rode on the bike.
So we are talk about $30 (= $48-$18) that we are not sure how it is spent.
II. For every hour on the bike, Sally spends $6
For 1 hour on the bike, sally pays for $6
For 2 hours on the bike, sally pays for $12
.. 3 .... ... ... , ... ... ... $18
and etc
A division can help us to know how many hours Sally has spent on the bike.
$30/$6= 5 for 5 hours
III. To put it in an equation,
18+ 6t= 48, where t is the number of hours Sally rode on the bike.
To solve this equation, we subtract 18 from both sides.
6t= 30
Then divide by 6
t= 5
Sally paid 5 hours to be on the bike.
