I think there is more than one way this question could be answered. The first, what Raymond posted makes sense. It is possible this question is asking for you to first round 0.592 to the nearest whole number and then change to a percent. If that is the case:
Step 1: Round 0.592 to the nearest whole number.
Find the ones place, that is where the zero is. Look "next door" to the right. Is the number next door 5 or bigger? It is so round 0.592 to 1. In other words, 0.592 is closer to 1 than it is to zero.
Step 2: Change 1 to a percent
Follow the same pattern of changing any number to a percent. Add the decimal point so you have 1 . 0 (Remember that adding zeros after a decimal point do not change the value so 1 = 1.0) Then to change 1.0 to a percent, move the decimal place two spaces to the right. So 1 = 1.0 = 100%
We move the decimal point two places to the right because percent means for every 100 and the short cut of multiplying by 100 is to move the decimal two places to the right.
