Given the environment I doubt that at that time it would have been possible. The Intolerable Acts controlled the trade by putting Marshall law in the port system of Boston and then you had the other aspects of the Quartering Act. The Quartering Act billed the Colonies for the military housing of British troops. Now what this might also be referring to Galloway's Act of Union plan which attempted to create a secondary council to govern the colonies but it was rejected. With military control over ports and military housing being billed to colonies it added up. Keep in mind the colonies back then were up against other countries and at that time was New Spain after the fall of much of New France during the French Indian war eleven years prior. In addition is the fact that the United Kingdom was and is still a unitary state. Appeals to the crown might not have yield much since the Magna Carta limited the powers of the monarchy.
