A better way to phrase that question would be:
"Are all hours on this job site under contract?"
'Hours' (the noun) is plural; therefore, you need to write 'are' as the verb before it. "Under contract" is an expression referring to what is written on the legal document that you sign when beginning a new job or getting rehired for your present employment, and what it entails specifically on the financial-time clock front(s).
You could also phrase the question as follows: "Are all hours on this job site included in the contract?" It basically means the same thing as what I described above.
