is equivalent to

4y = 2+16 = 18

y = 18/4 = 9/2 = 4.5 = 4 1/2

any parallel line will be y=c where c= any constant except 4.5

y=0 is parallel, y=234 is parallel, y=-17 is parallel

but y=-4.5 is not "parallel" it's instead the very same identical line

but maybe you really meant to write -16x + 4y -2 = 0

then the line has slope =4 and any parallel line also has the same slope

but a different y intercept

4y = 16x+2

y = 4x + 1/2

y=4x + c where c = any number except 1/2 will be a line parallel to -16x +4y -2 =0
