Explain how the federal government and California government?

In term of chief executive’s authority to appoint executive officials (or cabinet member for the federal government), line-item veto and term limits for legislators.

Is English your second language? I ask because I'm having a difficult time understanding exactly what the real question is or questions are. By the way, the federal president (currently President Biden) has exactly zero "line-item veto" authority, nor shoud he or she, as appropriations and budget are constitutionally the purview of the legislative branch.
