If slope of one line is 2/3; slope of another is -3/2
So our answer is y - 4 = -3/2(x - -2)

slope of line y = 2/3 x - 3 is 2/3. Slope of line perpendicular to that line is -3/2, so m = -3/2
x1,y1 = (-2,4), so equation of line is:
y - 4 = -3/2(x + 2)
