Hopefully you are familiar with the Slope-Intercept Form of a linear equation: y = mx + b, where m = slope and b = y-intercept. In order to write the equation, we need to find m and b.
First: two equations that are parallel will have the same slope. Therefore, your new line will also have a slope of -1/3. [m= -1/3]
Second: Solve for the y-intercept, b. You are given a coordinate point (6,5) and you know the slope from the previous step. Substitute x=6, y=5, and m=-1/3 into the equation to solve for b.
y = mx + b --> (5) = (-1/3)*(6) + b --> 5 = -2 + b --> b = 7
Last: Substitute the slope (m) and y-intercept (b) into your equation: y = (-1/3)x + 7
