if it's a fair roulette wheel, with each number equally likely to turn up. but they're never perfectly fair. the game could be rigged by a dishonest casino. Playing on online roulette is even more rigged, as the online casino can calculate which number or color will make the betters lose the most. In person games are harder to rig.
