The frequency is 16, while relative frequency is 16/25.
In general, frequency of a result (e.g., a win) is the number of occurrences of the result.
In contrast, relative frequency is a ratio between frequency and the number of trials.
While frequency can be an arbitrarily large number, relative frequency is always between 0 and 1.
The distinction is confusing because the majority of people use the word "frequency" where you would say "relative frequency".
