When the North Korean forces began their decent south, the United Nations adopted Resolution 82 after “Noting with grave concern the armed attack on the Republic of Korea by forces from North Korea.”(1) The United Nations considered this attack “a breach of the peace; and” called for the “immediate cessation of hostilities.”(1) Furthermore, the United Nations Security Council instructed North Korea to return to the 38th parallel. When the North Koreans continued in the warring with the South the UN Security Council released Resolution 83, since “the authorities in North Korea have neither ceased hostilities nor withdrawn their armed forces to the 38th parallel, and that urgent military measures are required to restore international peace and security,” it was recommended “that the Members of the United Nations furnish such assistance to the Republic of Korea as may be necessary to repel the armed attack and restore international peace and security to the area.”(2) This was the UN Security Council’s declaration of a limited war.
