You must mean A=hb/2 = 3(5)/2 = 7 1/2 or 7.5

That's the formula for the area of a triangle. Half the base times height

but the way you wrote it, it's a little ambiguous. A=1/2h+b could mean 1/2(3)+5 = 5 1/6, or it could mean A=1/(2h+b) = 1/11 or even A=1/2(h+b) = 1/16 but no one has ever seen an area formula like those.
