f(x) = 1 - 9x + 16x2 - 25x3 + ...
f'(x) = -9 + 32x - 75x2 + ...
f"(x) = 32 - 150x + ...
So, f"(0) = 32

(f''(0)x^2)/2!=16x^2
f''(0)/2=16
