1854 = (-18)(-103) = (-1)(18)(-1)(103) factoring out -1
1854 = (-1)^2(18)(103) = 1(18)(103) = 18(103) = (9)(2)(103) = 9(206) = 1854
None of this may be what you're looking for, but maybe one might be. It depends on the instructor or the phrasing of the question, if you left out anything, that may explain it. Try anything, it's better than nothing, and could get some partial credit, even if it's not what the "real" answer is.
103 is probably prime, so you can't factor out a 3 or 2 (the only factors of 18) from 103. To be divisible by 2, it has to end in an even digit. To be divisible by 3, its digits have to sum to a number divisible by 3. It's neither.
