12-x/-4
As written, this looks like 12 minus the quantity (x/-4).
I suspect you actually mean (12-x)/-4
The last expression says take (12-x) and divide by -4. It is quite different.
If the first expression is written the way you meant it, the only thing I can see to do would be to simplify the (-x/-4) term to simply +x/4 or - 0.25x.
If the second form is what you want:
This can be rewritten as: 12/4 + x/4
This is equal to 3 + (1/4)x
