Hey Jace,
If you're perpendicular to the x-axis you're actually a vertical line. Vertical lines have equations of the form x = k, where k is whatever the constant is defining your line.
Since your line passes through point (-8,-3), it will have the equation x = -8, since the x-coordinate of your point is -8. This formula doesn't care what y is equal to, so even if the question said something weird like "passes through the point (-8, -243778348)" the formula still would've been x = -8.
