the 1st equation is just double the 2nd equation. They are linearly dependent
try graphing them, you get the same line
plug x=-2 and y=3 into each equation. it satisfies both.
let x=0, then y = 2 for both equations. (0,2) is another solution. That eliminates all but the first answer
If you multiply both sides of equation 2 you will see it is really identical to equation 1 so whatever is true for one is true for the other. If you plug in -2 for x and 3 for y you will see that it produces a true statement so choice 1 is the correct answer
