I canot solve this question in my homework and there are no solutions attached to it, can somebody show me the steps of solving this?

No such function exists for the following reason.

f(-1) = 2 and f(1) = 4

Yet on the interval (-1, 3) the function is supposed to be decreasing, as f'(x) < 0.
