It can be considered a physical change because it is reversible and you can recover the original aluminum nitrate it you simply evaporate the water.
It can be considered a chemical change because once the solid is dissolved, it has been changed into the component ions (Al3+ and NO3-) each of which is surrounded by H2O molecules. So, one might consider that the chemical nature of the aluminum nitrate has now been changed.
