When you graph y=7, you are graphing a horizontal line. The intersection of perpendicular lines is always a right angle (90 degrees). So, to find a line that is perpendicular to the horizontal line y=7, you need to find a vertical line of any sort.
The equations for both A and B are for horizontal lines. The equation for D is not horizontal or vertical. So, the only answer that shows an equation for a vertical line is C, x=6.
