b = -4

y=2x -4 is the line in slope intercept form with slope =2 and goes through the point (7,10)

general form of the equation is

y=mx + b where m=slope and b = y intercept

you have to solve for y first, the the coefficient of the x term is the slope and the constant term is the y intercept = the point (0,b)
