Hello!! The problem I am having hard answering is one with a rectangle and semi-circle. The width of the rectangle is 23 ft and the width of the semi-circle is 8ft.

Without having a diagram to refer to: It sounds like the DIAMETER of the semi-circle is 8 ft., which means the radius is 4 ft.
For the Perimeter, do not add in the diameter, as it is NOT on the OUTSIDE... This diameter is also the 4th side of the rectangle; we will add only three sides of the rectangle with the circumference of the semi-circle
8 + 23 + 23 + (Circumference of semi-Circle) = total perimeter
54 + [half of (pi x diameter) ]
approx. 66.6 feet
