It means infinite answers.
For example , if you have a system of two linear equations:
2x + 3 = 6y
4x + 6 = 12y
They are both same lines, if you graph them , hence this system has infinite solutions
If we solve this system we get
4x + 6 = 2*(2x + 3)
4x + 6 = 4x + 6
0 = 0

It depends on how you got to 0 = 0. You need to provide more context. Generally, if you are working on a problem, and you arrive at 0 = 0, it means that you were working on both sides of the equation at the same time, which is not good practice in math.
