This question is in desperate need of clarification. Both intramolecular and intermolecular forces can form what could be considered a chemical “bond.” Also, “properties” is a very broad word. For instance, both covalent bonds and hydrogen bonds have properties associated with them. If I were to give an answer, I would say that both the intramolecular and intermolecular forces are responsible for the properties associated with different bonds because they are all forces which form chemical bonds. The question should likely be worded differently.
