P is a function that gives the cost, in dollars, of mailing a letter from the United States to Mexico in 2018 based on the weight of the letter in ounces, w. The function is defined by this set of rules. How much does it cost to send a letter that weighs 1.5 ounces? 2 ounces?

In order to answer this, you need a rate (i.e., $/oz) that the post office charges. That rate is basically the slope, m when you write the equation of a straight line in the form of y = mx + b. The rate differentiates the cost of a 'light' letter from a 'heavier' letter. Unless there's a flat rate or threshold in which the cost of letters weighing up the set limit is the same. Something appears to be missing from your question.
