The slopes of perpendicular lines are reciprocals and have opposite signs. The slope of the given line is -1/4 so our new slope will be 4. Now we use point-slope form,(y-y1) = m(x-x1), where x1 and y1 are the x and y values of the given point and m is the new slope, 4. Then we solve for y to get the equation in slope-intercept form.
y - (-5) = 4(x-3)
y + 5 = 4x - 12
y = 4x - 17
