The type of intermolecular forces in haloalkanes would be both dipole-dipole and dispersion. For alcohols, you have hydrogen bonding (and dispersion). Alcohols have a higher boiling point because of the relatively strong hydrogen bonding holding molecules together. It will take more heat to separate them and hence the boiling point is higher.
