I'm not at all sure what an "illuminate" test is, but the problem is straightforward.
You are given a math fact: 15 times 324 equals 4860 . That's a fact, which you could check by multiplying the numbers yourself.
Then you are asked, (essentially), if you multiplied the numbers 1.5 and 3.24, what would you get?
Now, if you compare these two pairs of factors (15 , 324) and (1.5 , 3.24) what do you notice is the relationship, if any, between them?
You should be able to see that the two sets differ variously by multiples of 10 -- the 15 is divided by 10, and the 324 is divided by 100, right?
Then the combined effect of those two divisions, is division by 1000, right (you just count up the total number of divisions by 10 that are performed).
So, your answer would be, " Using powers of 10, I see that the exact answer would be 4860/1000, or 4.86 ." OK?
So, the phrase "Use that fact", you should remember, includes "Use that fact and everything else you know about adding, subtracting, multiplying, dividing, solving equations, ......"
