it probably makes more sense with a specific example.
y=mx+ b is the general form of an equation in slope intercept form, where m= slope and b= the y intercept
to be parallel, a line must have the same slope
y=2x +4 has slope =2. Any parallel line is of the form y=2x+b, so it has the same slope
if it passes through a point such as say (2,6) then plug that into y=2x+b to solve for b
6=2(2) + b
b = 6-4 = 2, so the parallel line through the point is y=2x+2
