If it's parallel it will have the same slope. The slope of this line is 1/3 (it's in y = mx + b form)
Now use point slope form since you have the slope and a point.
Point slope form is y - y1 = m ( x- x1 ) where you substitute 1/3 for m and (-9,5) for (x1 , y1) to get:
y - 5 = 1/3 ( x - (-5)) = y - 5 = 1/3 (x + 5)
Depending on what form they want the answer in you can rearrange this equation.
They usually want it in y = mx + b form
So distribute the 1/3 to get y - 5 = 1/3 x + 5/3
Now add 5 to both sides to get y = 1/3 x + 20/3. ( 5/3 + 5 = 5/3 + 15/3 = 20/3)
