Two things to do here translate and solve. First you'll have to be aware that percent can translate to (1/100), another thing is the word of usually implied multiplication and the word is usually implies equals. Last is the 'what number' which can translate to being an unknown which is commonly represented by 'x'.
This then translates to
80*(1/100)x=128
With a little clean up this becomes
(80/100)x=128
Then multiply the reciprical of (80/100) to both sides to solve for x
This would give you
x=128(100/80) ----> x=128(5/4) ----> x=160
