Basically you want to graph the two equations.
y = -3x - 5
y = x - 5
Once they're graphed, shade the portion below the first graph including the line (for <=). And shade the portion above the line y = x - 5 (for > ) but does not include the graph. Perhaps you can draw a dotted line for the bottom line and a solid line for the top line.
