You can use ratios to solve this problem. The ratio of trucks to cars is:

2 trucks

7 cars

For 63 cars:

2 trucks = x

7 cars 63 cars

2 trucks • 9 = 18 trucks

7 cars • 9 63 cars

However, the way this problem is worded, it may be asking you to say how many cars are trucks - in this case , that would be zero. Cars are not trucks. I assume that this was not the intent of the problem though.
