If the ordered pair (x = 1, y = 3) is a solution, then the linear equations would intersect at this point. You can easily determine whether this point it a solution by checking whether the point satisfies BOTH equations:
1) x - y = -2
(1) - (3) = -2
-2 = -2
2) 3x - y = -2
3(1) - (3) = -2
0 ≠ -2 <--- (1,3) is not a solution
Other ways you could solve this include graphing each linear equation and seeing if they intersect at (1,3) or solving the system for x and y using elimination or substitution.
