The government of the Han dynasty was a meritocracy where government leaders were chosen based on their merit or academic proficiency. The exams that the Han government required were intended to chose only the best persons from any background within The Han dynasties' territory which was a revolutionary idea because it meant that anyone could work in the Han government; not just the upper or ruling classes of China. Thus a meritocracy can ensure an equal opportunity for all people if they have the academic proficiency to be qualified to join the meritocratic government.
