Because you are given a point and the slope you will use point-slope form which is
y- y1 = m ( x - x1)
to get y -(-5) = -1/3 ( x - (-3))
simplifying you get y + 5 = -1/3 ( x + 3)
If they want the answer in slope intercept from you need to simplify this equation.
Multiply both sides by -3 to get. -3y -15 = x + 3
then add 15 to both sides to get -3y = x + 18
now divide everything by -3 to get y = -1/3 x -6
