Both Peron and Vargas made use of Mussolini's Fascist tactics to maintain their hold on power. Vargas installed a secret police to silence opponents through torture (which can be likened to Mussolini's OVRA), while Peron created gangs to violently intimidate his opponents (similar to Mussolni's Blackshirts - the fasci di combattimento or Hitler's Brownshirts).
Both used the support they had from the working classes to stand up to the oligarchies in their respective countries and make sweeping economic reforms that involved direct government involvement. Vargas helped workers when he implemented an eight-hour workday and a minimum wage. Similarly, Peron also tried to appeal to the workers when he was labor secretary by increasing job benefits, and the number of paid holidays, and vacations. As part of Vargas' New State regime, several state monopolies were created for oil (Petrobras), mining (Vale), steelmaking (National Siderurgy Company), alkalis (National Alkalis Company) and automobiles (National Motors Factory) (1). Under Peron, the Argentinian government also nationalized the banking, insurance, shipping and communications industries.
There are not many significant differences between the two rulers.
