For two lines to be perpendicular, their slopes have to be reciprocals, since the slope of the first given is 7/8, the slope of the perpendicular line would be -8/7, you have one part of the equation, but now you want to find the Y-intercept, so you multiply it by the X value of the given point, which will get you 32/7, how do you go from 32/7 to 2? You have to subtract 18/7, which will get you 14/7 which is 2. The equation of the line is Y=-8/7x-18/7.
