Lines are perpendicular when their slopes are negative reciprocals of each other, or if you multiply the 2 slopes together you get -1. In your equation, y = -4x - 12, we see that the slope is -4. The negative reciprocal of -4 is 1/4. To check this, multiply -4 by 1/4 and you should get -1. You do, so the slope of the perpendicular line is 1/4.
