A perpendicular line to an equation of the form y = mx + b will have a slope (m) that is the negative inverse of m, or (-1/m). y = -(1/m)x + b is perpendicular to y = mx + b.
Simplify the equation to see this.
y = -(2/7)x + 10/7 -10
y = -(2/7)x - (60/7)
The line perpendicular to this is y = (7/2)x + b, where b is the y intercept, -(60/7) in the original line. The new line can have the same, or other intercept, but I'll simply us the same one here:
y = (7/2)x - (60/7)
