A perpendicular would a negative inverse Slope and that would b -1
Your Perpendicular Line starts as
y = -x + b
Use the coordinates of the point on the perpendicular, given (-3.-2) to find b
-2 = -(-3) + b
-2 = 3 + b
Subtract 3 from both sides of the equation
-2 - 3 = b
-5 = b
And your Perpendicular Line is
y = -x - 5
