Functions are like machines; you put something into them and they spit something else back out. This question is giving you a bunch of inputs and asking you to find the outputs. In this case, you need to substitute the values given for x, and then solve for f(x).
In this case f(x) = 5x - 1. An input of X = 20 would give you:
f(20) = 5 * (20) - 1
= 100 - 1
= 99
This question is asking you to do the same thing for -3, -1, 0, 2, and 5.
