The equation would not be y = 4.
The equation is x = 4.
I will create a table of points for this line and then you can graph it to see that it is a vertical line with an undefined slope.
x, y
4, -3
4, -2
4,-1
4, 0
4, 1
4, 2
4, 3
4, -3
4, -2
4,-1
4, 0
4, 1
4, 2
4, 3
If you plot these points and connect them it will form a vertical line.
