Systems of equations

samuel sells water bottles and staplers in pairs of two, the water bottles cost 3 dollars and the staplers 5 dollars. How many staplers did he sell if he made 68 dollars

Does that mean that for every purchase, the customer get 1 water bottle and 1 stapler? Or 1 water bottle and 2 staplers?
