(1 - -3)/(-5-0) = (1 + 3)/(-5 -0) = 4/-5 = -4/5


(0,-3) IS the y-intercept; that line hits the y-axis at (0,-3)


B = y - mx = -3 - (-4/5)(0) = -3


y = (-4/5)x - 3

To get the standard form, you then need to move the x-term to the left side of the equation giving 4/5x +y = -3. Then multiply both sides of the equation by 5 to remove the fraction giving 4x+5y=-15.
